Death of an Ahwazi Arab Prisoner of Conscience in “Sheiban” Prison Due to Denial of Medical Care

Amir Nisi, an Ahwazi Arab prisoner of conscience born in 1998, who had spent the past six years in Wards 8 and 5 of Sheiban Prison in Ahwaz, died on the evening of Tuesday, 27 Aban (17 November 2025) from a severe internal infection caused by lack of medical attention.

According to information received by the Karun Human Rights Organization, Nisi had been sentenced by the Ahwaz Revolutionary Court under Judge Mohammadi to 15 years in prison on charges of connection with extremist groups. He suffered from ongoing health problems, which, due to lack of timely medical treatment, developed into widespread infection. Despite high fever and rapid deterioration, prison authorities refused to transfer him to outside medical facilities in a timely manner.

Human rights activists have identified Khosro Tarfi, known as the “Executioner of Sheiban Prison”, as one of the main figures responsible for creating a repressive environment and systematically neglecting medical care in the prison.

The Karun Human Rights Organization considers Amir Nisi’s death an example of “silent killings in prisons”, reflecting a systematic pattern of medical neglect toward prisoners of conscience in the Ahwaz region.

The organization strongly condemns the actions of Sheiban Prison authorities in Nisi’s death, labeling it a clear case of deliberate deprivation of the right to life. The conscious refusal to provide medical care and insistence on keeping him in critical condition violates both domestic law and Iran’s international obligations regarding the right to health and life.

Karun emphasizes that responsibility for this death extends beyond those directly responsible for medical neglect to the commanders and prison administrators who created the repressive conditions that allowed this tragedy to occur. Denial of medical care to prisoners of conscience in Ahwaz is a systematic, institutionalized practice that continues to claim lives.
