Seven Months of Silence: Iranian Authorities Withhold Body of Civil Activist Haidar Khayyatipour

Seven months after the deadly raid by Iranian security forces in the “Qaleh Chanan” area, investigations and documented reports confirm that 32-year-old civil activist Haidar Khayyatipour was killed by direct gunfire from intelligence forces during this operation. Despite this, security agencies have adopted a policy of concealment and have refused to return his body, leaving his family in psychological torment and complete ignorance.

According to reports received by the Karoon Human Rights Organization, Haidar Khayyatipour, a single civil activist from Fallahiyeh (Shadgan), was the eldest son and sole breadwinner of his family, responsible for their living expenses. While the death of this civil activist at the scene of the security raid has been confirmed by this organization, judicial and intelligence officials have so far refused to accept responsibility or provide any official response to his family.

Body Detention and Psychological Torture of Families

The Khayyatipour family has endured a state of uncertainty and compounded anguish for the past seven months. During this prolonged period, security agencies have not only failed to contact them regarding their son’s death but have also refused to display the body for identification and hand it over for burial. This inhumane practice mirrors the ruthless scenario applied to the fate of Mahmoud Hosseinian, another victim in this case. The death of Haidar, as the sole breadwinner, has inflicted a devastating emotional blow and has plunged his survivors into a serious livelihood crisis.

Position of the Karoon Human Rights Organization

The Karoon Human Rights Organization emphasizes that the extrajudicial killing of civil activists and their arbitrary deprivation of life is a clear crime. Keeping the fate of victims secret, detaining the bodies of the deceased, and imposing months of absolute ignorance on the survivors constitute a clear case of “enforced disappearance” and the application of “systematic psychological torture” against the families seeking justice under international law.

This organization strongly condemns this concealment policy and calls for immediate intervention by international human rights bodies to compel Iranian authorities to be held accountable, return the bodies of the deceased to their families, and end the judicial immunity of the perpetrators of these crimes.
